Plain-language guides on TDR policy, the market and the statutory and compliance side of a transaction — written for landowners and developers.

TDR in One Minute
TDR (Transferable Development Rights) is compensation in the form of building rights. When land is surrendered for a public purpose such as road widening, the owner receives a Development Rights Certificate (DRC) for a set built-up area.
The owner can sell that certificate. A developer who buys it can add that area to a project on a different plot, within the limits allowed by zoning rules.
Three words to know
DRC – the certificate itself. Loading – using TDR on a project. Utilisation certificate – the approval that confirms TDR has been used.
